WASHINGTON — A federal appeals court ruled this month that the U.S. Constitution does not guarantee the right to clean drinking water.

The U.S. 5th Circuit Court of Appeals made the ruling on Sept. 4, rejecting a lawsuit from residents in Jackson, Mississippi, over the city’s lead-contaminated water system.
