Criminal charges will not be filed against two St. Paul police officers who shot an armed suspected car thief on a ramp to Interstate 94 over the winter.
The Ramsey County Attorney’s Office announced Friday that the force used by officers Matthew Foy and Byron Treangen III was justified by state law.
Foy and Treangen shot Elliot Samuels Vaughn on Dec. 21 after he fled in a stolen car and apparently pointed a gun at them.
