New report gives comprehensive look at Annunciation shooting response, investigation

The Minneapolis Police Department has released a 2,600-page trove of documents related to the investigation into the deadly mass shooting last year at Annunciation Catholic Church.

Numbering 2,648 pages, the release includes the reports compiled by MPD and Minnesota Bureau of Criminal Apprehension investigators and roughly 1,500 photos.

Two Annunciation Catholic School students — Harper Moyski, 10, and Fletcher Merkel, 8 — were killed in the shooting during a back-to-school Mass the morning of Aug. 27, 2025. Three adult parishioners and 26 children were also injured.

The shooter, 23-year-old Robin Westman, a former student at the school, was found dead at the scene from a self-inflicted gunshot wound.

The reports

At 816 pages, the MPD report includes 911 dispatch logs, interviews with victims, parents, and witnesses, and accounts from responding officers.
