PHILADELPHIA — Philadelphia Police said they are looking for a person wearing a doll-style Halloween mask who made threats and chased several people in downtown in the early morning hours of Aug. 12.
The suspect was caught on video chasing a woman in the area near Philadelphia City Hall, after making threatening comments while holding his hand behind his back. No weapon is visible in publicly available images, but police said the masked suspect implied that he had one.
