Minnesota’s Court of Appeals reinstated a guilty verdict in a $7.2 million Medicaid fraud case on Monday, sending the case back for resentencing.

A Hennepin County jury found Abdifatah Abdulkadir Yusuf guilty on six counts of aiding and abetting theft by swindle in August of 2025.

In June of 2024, the Medicaid Fraud Control Unit (MFCU), which is part of Minnesota Attorney General Keith Ellison’s Office, charged Yusuf with allegedly defrauding the Medicaid program of more than $7.2 million through Promise Health Services, LLC, a home services agency that had no physical office and operated out of a mailbox at a Minneapolis address.
