WASHINGTON — President Donald Trump drafted a proposal on Thursday, suggesting a pay freeze for most federal civilian employees in 2027 and offering pay increases for law enforcement officers and members of the Armed Forces.

Trump submitted an official proposal titled "Alternative Plan for Pay Adjustments" to U.S. House Speaker Mike Johnson on Aug. 26.
