Threat management experts say Minnesota lacks a statewide violence-prevention system that could help officials intervene before mass violence occurs.

Two certified threat managers and former law enforcement leaders said the deadly shooting at Shoreline Plaza Apartments in Minneapolis raised questions about how Minnesota uses Behavioral Threat Assessment Management, or “BTAM.” They said the approach could help officials evaluate warning signs before violence happens.
