Ramsey man, 20, charged with sexual assault and kidnapping in Anoka County

A 20-year-old Ramsey man is facing sexual assault and kidnapping charges after an incident in Ramsey and another in Coon Rapids, according to the Anoka County Sheriff’s Office.

Oliver Joseph Butcher has been charged with attempted first-degree criminal sexual conduct, second-degree criminal sexual conduct and kidnapping after two separate incidents on Sept. 28.
