In an internal email to staff, Chief Axel Henry said the proposed cuts "will necessitate that we re-examine our staffing model and identify efficiencies."

SAINT PAUL, Minn. — To balance the city's finances in a tough economic climate, St. Paul Mayor Kaohly Her revealed in her first budget address Thursday that she asked all department heads to cut four percent of their agency budgets.

That includes the St. Paul Police Department, which stands to lose 11 sworn officer positions and two civilian positions under the plan.
