Police Chief Axel Henry filed a sexual harassment complaint against Mayor Kaohly Her this past spring, the investigation into which was completed this month.

ST PAUL, Minn. — The full report on harassment allegations against St. Paul Mayor Kaohly Her was released Thursday, corroborating many of the claims listed in a lawsuit filed on behalf of St. Paul Police Chief Axel Henry.

The investigation into the harassment claims found Her did engage in multiple forms of inappropriate behavior with members of city staff, including creating and sharing inappropriate images and sending texts to staffers that were sexual in nature.
