Driver sentenced to 4 years in prison for fatal 100 mph crash in Ramsey County

A St. Paul man accused of driving over 100 mph before crashing into another vehicle and killing its driver will be in prison for four years.

Paw Moo Htoo, 32, recieved a 48-month sentence (4 years) after pleading guilty to criminal vehicular homicide while under the influence of a schedule one or two substance.

In May 2025, court documents say Htoo was driving near the intersection of Arlington Avenue and Dale Street in St. Paul when he crashed into another vehicle at high speed.

Witnesses claimed Htoo was going at least 90 mph, and court records later stated Htoo had been driving at over 100 mph at the time of the crash.

The driver of the other vehicle was pronounced dead at the scene.

Htoo remained at the crash scene when first responders arrived, reportedly smelling of alcohol and barely responsive to officers’ questions. Investigators also discovered nine empty beer cans in his vehicle.
