Could the Loring Park shooting have been stopped? Police had a shooting threat report.

Minneapolis police learned of shooting threats made by a gunman hours before he killed two people and shot five others, including two officers, at an apartment building in Loring Park a week ago.

New reporting from 5 EYEWITNESS NEWS confirms an officer filed a report about the threats around 12:41 p.m. on Sept. 2, about four hours before the shooting call came into dispatch. Minneapolis police said that no action was taken after that threats report was filed.
